<br />. <br /> <br />. <br /> <br />. <br /> <br />Chanqe Number 11: <br /> <br />Biology Committee <br /> <br />The Sub.committee recommends that the three principle duties of the Biology Committee be <br />redefined as: <br /> <br />I. assessing the biological needs of the endangered fish species and identifying research <br />needs in suppon of recovery elements; <br /> <br />2. evaluating program activities and monitoring plans; and <br /> <br />3. identifying, evaluating and recommending potential recovery actions. <br /> <br />Chanqe Number 12: <br />Biology Committee <br /> <br />The Sub-Committee recommends that the following bulleted duties be removed from list of <br />Biology Committee responsibilities: <br /> <br />. Conducting and coordinating research activities. <br /> <br />This change is recommended to fencet the way the Program operates; Biology Committee <br />members may be involved in conducting and coordinating research activities, but some are not <br />and under the RFP process research activities research may go to contractors outside of the <br />Biology Committee. <br /> <br />. Recommending feasible and necessary recovery actions for implementation by the <br />Participants. <br /> <br />This change is recommended because the responsibility is included in the third principle duty <br />provided above. <br /> <br />. Assessing progress under the program. <br /> <br />This change is recommended because the responsibility for assessing progress is the role of the <br />U.S. Fish and Wildlife Service as defined in the Principles document; the administrative <br />responsibility for ensuring that this process involves the Program and occurs on an annual basis <br />has been included under the Program Coordinators duties as defined below: <br /> <br />"Annually. the Biology, Coordination and Hydrology Committees should meet <br />jointly to rcvicw the prcceding year's fish monitoring data, assess progress toward <br />recovery. and adaptively manage recovery actions. The Program Director should <br />chair this meeting and prepare an annual summary report of findings. Not more <br />than once every two years, the Program Director should develop a fonnal <br />assessment of progress towards recovery and formal recommendations for <br />changes in direction, tennination of projects. new projects. and other important <br />
