<br />TECHNICAL INVESTIGATIONS <br /> <br />. <br /> <br />The Board was provided detailed information regarding all field data, studies and analyses for eaca <br />stream segment at the January 25, 2001, Board meeting. At that meeting the Board declared i_ <br />intent to appropriate the subject ISF water rights. <br /> <br />Changes to Original ISF Recommendations <br /> <br />Based on additional data and on information provided by the parties, the Staff recommends that the <br />Board make the following changes to the Yampa River ISF appropriation: <br /> <br />Yampa River <br /> <br />Stagecoach Reservoir to Morrison Creek Segment. Based on discussions with all three parties, Staff <br />recommends the Board not pursue an ISF appropriation for this stream segment and declare its intent <br />to not appropriate an instream flow from Stagecoach Reservoir to the confluence with Morrison <br />Creek. <br /> <br />Morrison Creek to Inlet of Lake Catamount Segment. Staff recommends that the original <br />recommendation from Morrison Creek to the inlet of Lake Catamount for 72.5 c.f.s. (April 15th - <br />August 14th) and 47.5 c.f.s. (August 15th - April 14th) be change to 72.5 c.f.s. (April 1st - August <br />14th) and 47.5 c.f.s. (August 15th - March 31''). Staff also recommends that the following language <br />be included in the water court decree for this segment: <br /> <br />The Board has determined that water is available for the full amount <br />decreed herein, taking into account the operation of Stagecoach Reservoir <br />consistent with its existing federal permits and/or licenses, the inflows into <br />Stagecoach Reservoir from the Yampa River, and the inflows from <br />Morrison Creek and side tributaries below Morrison Creek. However, the <br />Board recognizes that the Upper Yampa Water Conservancy District's <br />water rights in Stagecoach Reservoir are senior in priority to the instream <br />flow water right decreed herein, and that the operation of the Stagecoach <br />Reservoir and Dam in accordance with all applicable permits and licenses <br />may limit the availability of water for that instream flow water right. <br /> <br />e <br /> <br />Natural Environment Studies <br /> <br />The Colorado Division of Wildlife (CDOW) has conducted field surveys of the fishery resources on <br />the Yampa River and found a natural enviromnent which can be preserved. To quantify the <br />resources and to evaluate instream flow requirements, the CDOW and CWCB staff collected <br />biologic and hydraulic data, and the CWCB staff reviewed and analyzed this data. In addition staff <br />reviewed all the data and comments provided by all of the Parties and Participants in the Yampa <br />River Contested Cases. Based on the results of these reviews/analyses, the CWCB staff prepared its <br />Final Recommendation for the amount of water necessary to preserve the natural environment to a <br /> <br />e <br /> <br />Flood Control and Floodplain Management -Larry Lang, Chief.
