These segments have been noticed pursuant to Rules <br />5.21, 5.22, 5.24 and Rules 5.50 - 5.56 and the public was afforded an opportunity to comment <br />pursuant to those Rules. The proposed stream segments are located in Routt County and are listed <br />on the attached Finallnstream Flow Recommendations Summary Table. <br /> <br />Pursuant to Rule 5.52, three parties filed a Notice to Contest these recommendations: Upper Yampa <br />Water Conservancy District (UYWCD), Trout Unlimited (TU) and the Bureau of Land Management <br />(ELM). CWCB Staff and the three parties have entered into a stipulation, and the parties have <br />agreed to withdraw their Notices to Contest if the Board approves the stipulation and the Final Staff <br />Recommendation. Due to the recent departure of Board appointed hearing officer, Jennifer Gimbel, <br />the CWCB Director, on July I, 2001, appointed Deputy Attorney General Felicity Hannay as <br />Hearing Officer for this proceeding. The Hearing Officer held a prehearing conference on July 19, <br />200 I, to confirm that aU parties had agreed to the stipulation. <br /> <br />Flood Control and Floodplain Management -Larry Lang, Chief.
