It has been our experience that short cuts <br />take significantly more time than the thorough route. <br /> <br />Second, any proposal must pass the "straight face test." System from <br />the United States to the Clf:ar Creek Community Services District. <br /> <br />\Vhen Reclamation began its title transfer initiative, we had envisioned a process whereby the <br />interested non-Federal entities along \\ith Reclamation and any other interested stakeholder <br />would -. in an open and cooperative manner -- develop the tenus of an agreement to transfer title <br />to the facilities in question, That has been the case with Clear Creek.
