was our theory?"

"As I recall, we felt that this was a
legal, or you felt as a Board, that this was
a matter that fell within the purview of the
city and the court to determine what should
be done as between the city in the acquisition
of a water right outside of the water district
in which that city is located and that it was
the responsibility of that city to proceed in
the form which is available to it, for the
adjudication and change and transfer of that
right.

the time the Crown-Zellerbach contract was
before this Board, the City and County of
Denver Board of Water Commissioners received
assurances from the office of the Commissioner
of Reclamation that any such contract, and as
11r. Geissinger has said, this is such a con-
tract, would contain no provision which would
prevent the efforts that Denver is making to
colloborate with western Colorado for substi-
tute water for the waters of Green Mountain
Reservoir in such a way as not to impair Green
Mountain Reservoir in any way and it is hoped
in fact, to improve its operations for the
benefit both for western Colorado and the
