STAPLETON: <br /> <br />be - the water stored in Green Mountain - put <br />to uses other than for the generation of power. <br />So the theory behind a contract such as was <br />entered into with Crown-Zellerbach and the pro- <br />posed contract with the Colony Development <br />Company is that those people who take water <br />from Green Mountain must reimburse the federal <br />government for the loss of power generation, <br />plus sufficient charges to pay for the operation <br />of the reservoir in connection with the specific <br />request. <br /> <br />In our planning we have changed our think- <br />ing considerably on such projects as the Yellow <br />Jacket and the west Divide to the end that <br />significant amounts of water can be planned in <br />those projects for future oil shale develop- <br />ment. The project planning on those project~ <br />has been changed to provide in the case of the <br />Yellow Jacket close to 100,000 acre-feet of <br />water for the potential oil shale industry in <br />the Piceance Basin area and in the case of the <br />West Divide some 50,000 or 60,000 acre-feet <br />of water, or perhaps greater, depending on how <br />the plan goes, for development in the Colorado <br />River Basin. In addition, Ruedi Reservoir, now <br />under construction, could supply within the <br />next three years a small amount of water for <br />the oil shale industry. <br /> <br />This industry is now moving as has been <br />reported by Mr. Tweedy and the need is almost <br />immediate. There is not sufficient flow in <br />the Colorado River during the summer and fall <br />periods to supply the direct diversions needed <br />by this development. vIe have, therefore, <br />recommended that the proposed contract between <br />the Colony Development company and the Bureau <br />of Reclamation be approved. We think this is <br />one of the best uses of water that can occur <br />any where in the State of Colorado, and cer- <br />tainly it is a proper function of Green Mountain <br />Reservoir to supply this water." <br /> <br />"Mr. Chairman." <br /> <br />"Mr. Geissinger." <br />
