SPARKS: <br /> <br />Reclamation that the proposed contract has <br />been submitted to the Northern Colorado Water <br />Conservancy District and to The Colorado River <br />Water Conservation District for comment. Both <br />Districts have indicated to the Bureau that <br />they view the contract with favor. <br /> <br />I <br /> <br />Because this supply of water is essential <br />to Colony's planned development, it respect- <br />fully urges the Colorado Water Conservation <br />Board to view the proposed contract favorably. <br /> <br />In addition, I would like to state, as an <br />attorney and a resident of the Denver metropoli- <br />tan area, that the Board consider the economic <br />impact of the proposed economic development. <br />It far transcends local significance. Obvi- <br />ously, in addition to the tremendous importance <br />to the Counties of Garfield and Rio Blanco, <br />this project has tremendous significance to <br />the economy of the State of Colorado. The <br />utility construction, steel, cement, and other <br />industries obviously will be major beneficiar- <br />ies situated in all parts of the state." <br /> <br />"Thank you, Mr. Tweedy. Larry, do you <br />have any comments?" <br /> <br />"Gentlemen, you received our memorandum of <br />April 5, 1965. in which we set forth very <br />briefly the pertinent portions of Senate Docu- <br />ment No. 80, 75th congress, 1st Session, which <br />is the operating agreement, or operating prin- <br />ciples, for Green Mountain Reservoir. It is <br />specifically mentioned in Senate Document No. <br />80 that water not required for other purposes <br />specified in the document can be made available <br />for the development of the oil shale or other <br />industry. At this time the only available I <br />water - immediately available water, or reser- <br />voir water - for such use, is in Green Mountain . <br />Reservoir. Historically Green Mountain has <br />never been used to the full extent of its capa- <br />city for beneficial use other than the genera- <br />tion of power. We have long considered, on our <br />own staff. that eventually Green Mountain must <br />
