~

.

.

Washington D.C. Trips:

Two trips were made to Washington D.C.; the first to hear oral arguments in Kansas v. Colorado
and Nebraska v. Wyoming, which we previously mentioned. The second trip was devoted to
providing testimony in support of the Bureau of Reclamation budget, with particular emphasis
regarding the Animas-La Plata and Dolores Projects. Copies of the testimony are attached for
your review.

u.s. Forest Service Issue:

We have been working closely with the Department of Natural Resources, the Attorney Generals
Office, and the Legislature concerning the U.S. Forest Service Filing in Division 3 on East
Middle Creek. The legislature passed SJR 15 (attached) sponsored by Senator Norton which we
concurred with and is attached for your review. Additionally, amendments were made to HB
1155 to allow for legal _expenditures if required from our $4 million account which was
established last year. We also have a report in executive session concerning the case.

Assessment of CWCB Computer and Communication Capabilities

In accordance with our Long Range Plan, we have organized an internal Computer Advisory
Committee and designated a computer services/information technology coordinator (JeffBaessler).
With their assistance, we have completed an assessment of our computer equipment and
capabilities. I am pleased to report that our staff has made great improvements in these areas:
every staff member has a computer on their desk, and the gap between their needs and their
equipment capabilities is closing quickly. At the same time, we need to keep in mind that the
capability of our constituents is increasing rapidly, and that there is a tremendous opportunity to
provide better information in a more timely manner if we stay abreast of current technological
advances. Your staff has done a fine job of evaluating our capabilities and needs, and I place
great confidence in their recommendations and decisions.

Attachments

w:\boardmem\may9513.dcl
DCUscm
