Fresno, CA April 28-Mayl. It could be signed by as many as twelve states. The "Resolution Concerning
Weather Modification Research & Development Support" is good from the all of the state's perspectives and
was designed to coordinate efforts locally and nationally and show how many states have similar goals and
hurdles.

Denver Water Cloud Seeding Modeling Study: We had a mid-term project meeting on Feb. 18 with
Reclamation, CSU, Denver Water and project consultants regarding the project entitled "Numerical Simulations
of Snowpack Augmentation for Drought Mitigation Studies in the Colorado Rocky Mountains". The project is
being conducted under a $100,000 grant from the Weather Damage Modification Program currently being
managed by Reclamation.

The project team recently created a map of simulated precipitation for
a specific January 2, 2004 storm event that affected the Denver Water
cloud seeding target area. Many more maps for selected storms of
different regimes will be developed also. This graphic is precipitation
amounts laid over a 2-D terrain model, made out of 30-meter DEM
data. The map includes the, target area boundary, generator locations,
Snotel/Snowcourse sites, colored precipitation bulls eyes and county
boundaries for reference. The red colored areas of the map are
precipitation accumulation bull's eyes in millimeters. For more
information regarding the study contact Joe Busto (303) 866 - 4807 or
visit the project website at http://r31TIs.aunos.colostate.edu/.

The CWCB has included this graphic to keep board members updated
on the progress of this study and give them a sample of the work
products being developed. However, the project team would like to
caution anyone that would like to take this one modeling simulation
graphic and determine that cloud seeding doesn't work. The project
team's analysis and recommendations will be included in the final
report. At that time, likely January 2005, the CWCB staff will give a
detailed presentation of the studies findings.

Houck Nominated as ASFPM Regional Director: Kevin Houck was nominated by FEMA and the states in
Region VIII to serve as the Regional Director on the ASFPM Board of Directors. This position, which lasts two
years, will represent Region VIII in nationwide affairs.

i~>\:i.I(..kl,,c;'Oll'L..l"<I)"""f"I.';"<;')(-;",{
J:;g 2~.H"N Ck'!K~~",i..!l",,' R"lI .. The UCRIP has responded back that Biology Committee for the program will consider the report and
respond in the near future.

Tamarisk Control Update: The following points, compiled by Tim Carlson, Executive Director of the
Tamarisk Coalition, describe the ongoing tamarisk control related activities occurring in Colorado.
State activities:
1) During several of the Statewide Water Supply Initiative (SWSI) watershed meetings it has been proposed
that the water conservation and environmental elements of the SWSI plan identify tamarisk control as
an important component.
2) Funding from the CWCB and the USGS pending will be used during the summer of 2004 to develop a
comprehensive survey of tamarisk infestation in the Arkansas and Colorado River watersheds. This
information will be used to develop costs and specific plans for control and revegetation.
3) The Colorado Department of Agriculture (CDA) and CSU are coordinating with USDA the controlled
releases of biological control agents at two sites in eastern Colorado and two in western Colorado.
BLM, National Park Service, and the Tamarisk Coalition are cooperating on this effort. The Palisade
Insectory has a grant from USDA to raise bio-control insects at their facilities. Additionally,

9
