<br />National Weather Modification Board: On Mar. 4 U.S. Senator Kay Bailey Hutchison of Texas introduced the <br />Weather Modification Research and Technology Transfer Authorization Act. The legislation creates the <br />Weather Modification Operations and Research Board within the Department of Commerce for the purpose of <br />developing and implementing a comprehensive and coordinated national weather modification policy as well as <br />a cooperative weather modification research and development program. This legislation authorizes $10 million <br />for each of the fiscal years 2004 through 2013 to implement this program. <br /> <br />Western Kansas Weather Modification Program: The Kansas Legislature has approved $125,000 in FY2005 <br />State Water Plan funds (starting July 1, 2004) for cost-share with the Western KS Weather Modification <br />Program. There was no state funding in FY 2004. Ten counties in southwest Kansas are cost sharing in this <br />program. The rules will be <br />circulated to the Office of the State <br />Engineer, publication for general <br />circulation, and a rule making <br />hearing will be held before the <br />Interstate Stream Commission.
