National Weather Modification Board: On Mar. 4 U.S. Senator Kay Bailey Hutchison of Texas introduced the
Weather Modification Research and Technology Transfer Authorization Act. The legislation creates the
Weather Modification Operations and Research Board within the Department of Commerce for the purpose of
developing and implementing a comprehensive and coordinated national weather modification policy as well as
a cooperative weather modification research and development program. This legislation authorizes $10 million
for each of the fiscal years 2004 through 2013 to implement this program.

Western Kansas Weather Modification Program: The Kansas Legislature has approved $125,000 in FY2005
State Water Plan funds (starting July 1, 2004) for cost-share with the Western KS Weather Modification
Program. There was no state funding in FY 2004. Ten counties in southwest Kansas are cost sharing in this

Modification Rules and
Regulations: New Mexico has
prepared draft Rules for Weather
Modification & Precipitation
Enhancement. The rules will be
circulated to the Office of the State
Engineer, publication for general

Wyoming's to Design Cloud Seeding

The target area of this program would stop at the ColoradolWyoming state line. To design a cloud seeding
programs around jurisdictional boundaries is less preferable than by watersheds and drainages. There may be
potential for interstate collaboration between Wyoming and Colorado to meet future water needs if Wyoming
was allowed to place some generators across the state line and Colorado was able to benefit from this program.

Weather Modification Resolution: The CWCB has drafted a resolution for the member states of the North
American Interstate Weather Modification Council to sign at the Annual Weather Modification Conference in
