We replied to Con- <br />gressman Aspinall - perhaps I should read that <br />telegram, just a second. <br /> <br />This is a telegram dated September 5, 1961, <br />addressed to Honorable Wayne N. Aspinall, Ho~se <br />Office Building, Washington, D. C.: 'Re your <br />tel in the course of this controversy we have <br />had many conferences with the staff of the <br />Colorado Water State Conservation Board in <br />which the question of the combination planwa~ <br />explored and examined. Former Governor John~pn <br />was present at many of these conferences. H~ <br />pointed out on frequent occasions that his sqle <br />interest was in the Basin Fund and that if some <br />modification of the company's wheeling propo~al <br />could be made covering the later years of th~i:: <br />evaluation period there would then be no que~- <br />tion as to the combination plan's ability to' <br />provide more funds for participating projects. <br />You will no doubt recall that Governor Johnsqp, <br />in his statement to the Subcommittee, voiced" <br />his general desire to improve the wheeling <br />terms and at the same time recognized the <br />potential benefits of the combination propos~~. <br />He has on other occasions contended that whee~~ <br />ing charges should reflect the new situation: <br />when the utilities have retired their trans- <br />mission investment. He suggested that the <br />participating companies review their wheeling <br />proposals with this objective in mind. Acting <br />as Colorado Commissioner he requested us to ' I <br />send a letter to the Upper Colorado River Com~ <br />mission stating whether or not we would be <br />willing to incorporate this new principle in <br />our wheeling proposal. The position of our <br />company in this is that we had a request from <br />the Colorado River Commission through our <br />Colorado Commissioner asking us if our company <br />
