MR. STAPLETON:

MR. SPARKS:

that's something that a lot of us. should have
known a long time ago. It would have saved
me an awful lot of work; an awful lot of
digging; and an awful lot of distress."

"Mr. Sparks would like to reply to that,
Governor, if he may."

I

"Governor, we are aware, of course, of thE!
language which was in the House Committee Re-
port. However, that language was not contained
in any law. The law supersedes any reports by
the Congress as I understand it. Nevertheles~
there is repeated reference made in the House
Report to 'existing lines'. That where possi~le
they should use existing lines. Now I've tried
to point out before that these are not existing
lines. On that count, however, the Secretary'
of the Interior was directed to study this, to
determine whether or not there were any ad-
verse affects.

Yesterday there was an attack by Gover-
nor Clyde upon the Democrats. Well, he has a
short memory. This decision was made, as
Congress directed, by Secretary Seaton, a
Republican, with a Republican Undersecretary
and a Republican Assistant commissioner, with
a Republican Commissioner of Reclamation and
appointees of the Eisenhower administration
out here at the Denver Federal Center in the
Chief Engineer's office. Those decisions
were made by the Eisenhower administration.
Those proposals were then reviewed by the
Democratic administration of President Kennedy
and they likewise came up with the same answer.
They have complied with the directive of Con-
gress. The decision has been made and no
political controversy existed until a group
of five private power companies launched a
political attack in the United States Congress, I
using the offices of all the utility companies
throughout the united states including the
Carolina Light and Power, the Connecticut Light
and Power, the Pacific Gas and Electric, and a
number of others. A political attack upon
decisions which had been made in good faith by
