It would have saved <br />me an awful lot of work; an awful lot of <br />digging; and an awful lot of distress." <br /> <br />"Mr. Sparks would like to reply to that, <br />Governor, if he may." <br /> <br />I <br /> <br />"Governor, we are aware, of course, of thE! <br />language which was in the House Committee Re- <br />port. However, that language was not contained <br />in any law. The law supersedes any reports by <br />the Congress as I understand it. Nevertheles~ <br />there is repeated reference made in the House <br />Report to 'existing lines'. That where possi~le <br />they should use existing lines. Now I've tried <br />to point out before that these are not existing <br />lines. On that count, however, the Secretary' <br />of the Interior was directed to study this, to <br />determine whether or not there were any ad- <br />verse affects. <br /> <br />Yesterday there was an attack by Gover- <br />nor Clyde upon the Democrats. Well, he has a <br />short memory. This decision was made, as <br />Congress directed, by Secretary Seaton, a <br />Republican, with a Republican Undersecretary <br />and a Republican Assistant commissioner, with <br />a Republican Commissioner of Reclamation and <br />appointees of the Eisenhower administration <br />out here at the Denver Federal Center in the <br />Chief Engineer's office. Those decisions <br />were made by the Eisenhower administration. <br />Those proposals were then reviewed by the <br />Democratic administration of President Kennedy <br />and they likewise came up with the same answer. <br />They have complied with the directive of Con- <br />gress. The decision has been made and no <br />political controversy existed until a group <br />of five private power companies launched a <br />political attack in the United States Congress, I <br />using the offices of all the utility companies <br />throughout the united states including the <br />Carolina Light and Power, the Connecticut Light <br />and Power, the Pacific Gas and Electric, and a <br />number of others. A political attack upon <br />decisions which had been made in good faith by <br />
