First of ail I'd like to state <br />that I think I have at least a right to a~~ <br />some questions inasmuch as I was one of t'h,e ones <br />who voted against the resolution on August 2nd. <br />The reasons for my vote are well stated, ~ hope, <br />in the minutes. I voted against it becau~e I <br />thought the Bureau of Reclamation was alt~ring <br />its 'yardstick' and other formula so that: this <br />state could not determine accurately what would <br />be the net revenues available for participating <br />projects. Be that as it may, I am greatly dis- <br />tressed and consider it extremely regrett~ble <br />that this situation has arisen. . <br /> <br />I <br /> <br />I would like to know, Governor, on page 1 <br />of your statement, the last full paragraph at <br />, <br />the bottom of the page you say 'While I tl10ught <br />your action was premature and inconsideraFe and <br />that you should have sought a conference with <br />the Upper Colorado River Commission. . .), I <br />would like to know if at that meeting, or. at <br />any other time in the presence of the Boafd, <br />you suggested a conference with the Upper:Colo- <br />rado River commission on this matter?" <br /> <br />,GOVERNOR JOHNSON: "No, I did not. I spoke to you at your in- <br />vitation and I discussed my responsibliti~s as <br />the Commissioner from Colorado to the UPPer <br />Colorado River Commission with respect to'the <br />use of water and its conservation and the con- <br />servation of the funds to build the partipipat- <br />ing projects but at no time have I sought\a <br />conference with this Board oil the part of/the <br />Upper Colorado River Commission." . <br /> <br />MR. STAPLETON: <br /> <br />"On page 2 of your statement, in the j:irst <br />full paragraph, you state that the Commis~ion <br />and Mr. Goslin had made detailed comparispns <br />of the all~federal and combination transmission <br />systems. Have these reports been made avail- <br />able to this Board?" <br /> <br />I <br /> <br />GOVERNOR JOHNSON: "No, I don't know whether they have or not. <br />Mr. Goslin's report to me, he didn't repottto, <br />me in writing either and I presume that he <br />hasn't. But Mr. Goslin did report to me ~hat <br />
