<br />since this conference in Salt Lake on <br />August 29 was not a regular or special meeting <br />of the commission we could not take any action <br />on anything other than to set a special meetfng <br />in Denver for Friday, September 1st. The utili- <br />ties agreed to reduce their proposal to writ~ng I <br />and to submit it to us in Denver. The Commi~- <br />sion agreed to prepare a resolution on the <br />subject stating their position on this new offer <br />of cooperation. The utilities stated they were <br />making their concession in the interest of pro- <br />gress in the development of the water resourges <br />of the Basin. <br /> <br />The special meeting of the Upper Colorado <br />River Commission held in Denver, Friday, SePtem- <br />ber 1, 1961 was not a secret meeting. Mr. <br />Sparks' office arranged a meeting place for it <br />and persons f~om various parts of Colorado <br />attended. It was an open meeting. However" <br />after five or six routine matters were dis- <br />posed of, Governor Clyde moved for an execut+ve <br />session and announced that it would last about <br />20 minutes. Instead the executive session <br />lasted most of the day. <br /> <br />In addition to the Chairman, Mr. Newelli <br />the Chief Engineer and Executive Secretary, ; <br />Mr. IvaI Goslin, the reporter, the four Com-, <br />missioners, the treasurer, Mr. R. J. Coury of <br />Farmington, M~. Reynolds and Mr. Davis of New <br />Mexico and Mr. Sparks and Mr. Kuiper of Colo: <br />rado, sat in the executive session. Mr. Spa~ks <br />was very helpful in pointing out e~rors in the <br />resolution and complained about the haste in; <br />which action was taken. <br /> <br />The purpose of the executive session was <br />to adjust the language of the resolution of .: I <br />the Commission to the satisfaction of the four <br />Commissioners and receive the five written pro- <br />posals of the five utilities that had been <br />promised. That is, the letters that had been <br />promised. When these two steps were taken the <br />doors were th~own open and motions were made, <br />seconded and ~ecorded, and voted on in open <br />session. The commissioners wanted the proposals <br />
