ASPINALL <br />Chairman' <br /> <br />For some weeks Governor Clyde of utah had <br />been anxious to have an informal conference of <br />the Commissioners on the transmission line con- <br />troversy. Several dates had been considered <br />and finally August 29th, 1961 was agreeable to <br />all of the Commissioners. In the meantime the <br />utilities had expressed interest in my proposal <br />that they reduce wheeling charges to cover only <br />local ad valorem taxes plus O.M.& R. after the <br />payout period was completed. <br /> <br />I <br /> <br />Number one - the Upper Colorado River Com- <br />mission did not hold their informal conference <br />in Salt Lake on the proposed concession of the <br />utilities on wheeling charges. We did meet to <br />discuss among ourselves the transmission line <br />controversy. In the course of our conference <br />the new proposals did come up and the Commis- <br />sioners said they should like to talk with the <br />utilities and get a better understanding of the <br />proposals. They were called on the phone and <br />since Mr. Patterson was in conference with Mr. <br />Naughton of the Ut,ah Power and Light we asked <br />them both to meet with us immediately. <br />
