The <br />many amendments which New Mexico proposed con- <br />tinued until about 12:15 P. M. At that time <br />the Chairman of the Commission announced that <br />he thought the Commission should adjourn for <br />lunch. Governor Johnson objected, however, and <br />stated that the Commission should stay in <br />session until the resolution was adopted. New <br />Mexico kept offering amendments and at about <br />1:15 P. M. the Chairman of the Commission <br />announced that he was adjourning for lunch. <br /> <br />I <br /> <br />I tried to contact Commissioner Johnson and <br />found that he had immediately departed for some <br />downtown destination. I then stationed some of <br />the members of our staff around this building <br />and the State Office Building and asked them <br />if they could find Governor Johnson to urge him <br />to meet with me in my office. Shortly before <br />2:00 P. M. one of our engineers contacted Com- <br />missioner Johnson and he came to my office <br />upstairs. The meeting was to reconvene at <br />2:00 P. M. At that time, when Commissioner <br />Johnson was in my office, I begged him to post- <br />pone action on the resolution at least a few <br />hours until we could have time to prepare amend- <br />ments which would not embarass the position of <br />Governor McNichols or Congressman Aspinall. I <br />then gave Commissioner Johnson a copy of a <br />letter which Governor McNichols had previously <br />written to various members of the Arizona con- <br />gressional delegation, to the Governor of Ari- <br />zona and to the Arizona Interstate Stream <br />Commission, informing them of the position of <br />this Board and requesting their utmost assist- <br />ance to carry out the resolution which this <br />Board had adopted. I asked Governor Johnson <br />to read the letter and tendered it to him. He <br />refused to read it and stated that he did not <br />want to see it. <br /> <br />At that time I had a confidential state- <br />ment from Congressman Aspinall stating his <br />position in the United States Congress.
