I was informed that he would be out for <br />about an hour. I left the room number at which' <br />the meeting would be held and presumed that MrJ <br />Goslin would call me back since this is the first <br />time, either as attorney for this Board or <br />Director of this Board, that Mr. Goslin had <br />failed to notify me directly of a pending Com- <br />mission meeting. My call was never returned <br />by Mr. Goslin. <br /> <br />I <br /> <br />The following morning, on Friday, just <br />shortly before the Commission meeting, I re- <br />ceived an official notice of the special meeti~g <br />of the Upper Colorado River Commission. The , <br />Commission meeting convened at around 10:00 A.~. <br />A few preliminary matters were quickly disposeq <br />of and at that time Governor Clyde requested an <br />executive session of the Commission. The Chain- <br />man, Mr. Newell, then announced that the Com- <br />mission would resolve itself into executive <br />session'for about 15 minutes'. At that time <br />there were present from our Board, Messrs. <br />Nelson, Milenski, Burr, Lew Williams, Ray Moses, <br />myself and several of the members of our staff. <br />We all immediately left the room. within a <br />few minutes a messenger contacted me and in- <br />formed me that Governor Johnson had requested <br />that I and Mr. Kuiper, our Chief Engineer, <br />return to the executive session. <br /> <br />When I returned to the meeting I discovered <br />that none of the New Mexico delegation had been, <br />requested to leave the meeting. This delega- <br />tion, in addition to the Commissioner from New <br />Mexico, consisted of Mr. I. J. Coury, a member <br />of the New Mexico Interstate Stream Commission, <br />r~. Steve Reynolds, State Engineer of New MexicQ, <br />Mr. Dave Hale, Engineer for the Interstate <br />Stream Commission, and Mr. Claude Mann, attorney <br />for the New Mexico Interstate Stream Commission, <br />The first order of business at the executive <br />session was the prompt introduction of a mimeo- <br />graphed resolution putting the Upper Colorado <br />River Commission squarely behind the proposals <br />of the private power companies.
