concerning the meeting. I then called for Mr.
IvaI Goslin in Salt Lake City at the commission;s
office. I was informed that he would be out for
about an hour. I left the room number at which'
the meeting would be held and presumed that MrJ
Goslin would call me back since this is the first
time, either as attorney for this Board or
Director of this Board, that Mr. Goslin had
failed to notify me directly of a pending Com-
mission meeting. My call was never returned
by Mr. Goslin.

The following morning, on Friday, just
shortly before the Commission meeting, I re-
ceived an official notice of the special meeti~g
of the Upper Colorado River Commission. The ,
Commission meeting convened at around 10:00 A.~.
A few preliminary matters were quickly disposeq
of and at that time Governor Clyde requested an
executive session of the Commission. The Chain-
man, Mr. Newell, then announced that the Com-
mission would resolve itself into executive
session'for about 15 minutes'. At that time
there were present from our Board, Messrs.
Nelson, Milenski, Burr, Lew Williams, Ray Moses,
myself and several of the members of our staff.
We all immediately left the room. within a
few minutes a messenger contacted me and in-
formed me that Governor Johnson had requested
that I and Mr. Kuiper, our Chief Engineer,
return to the executive session.

When I returned to the meeting I discovered
that none of the New Mexico delegation had been,
requested to leave the meeting. This delega-
tion, in addition to the Commissioner from New
Mexico, consisted of Mr. I. J. Coury, a member
of the New Mexico Interstate Stream Commission,
r~. Steve Reynolds, State Engineer of New MexicQ,
Mr. Dave Hale, Engineer for the Interstate
Stream Commission, and Mr. Claude Mann, attorney
for the New Mexico Interstate Stream Commission,
The first order of business at the executive
session was the prompt introduction of a mimeo-
graphed resolution putting the Upper Colorado
River Commission squarely behind the proposals
of the private power companies. The resolution
