A regular meeting of the Colorado Water ConseIVation Board was held at the
Centennial Building, 1313 Sherman Street, Room 318, Denver, Colorado. The
meeting was called to order at 9:45 a.m. on Thursday, March 4, 1993, by Chairman
Martineau. Nine voting members were present so there was a quorum (at least six
required). Present were Harrison, Smith, Jackson, Martineau, Lochhead, Sheftel,
Eisel, Wright and Meyrini.

A complete record of the meeting has been made on audio cassette tapes. The tapes and the associated
staff memoranda are the only legal record of the meeting. These written summaries are intended only as an aid
to research and a guide to the tapes. The motions described herein may not necessarily represent a verbatim
transcnptlon. Agenda items are prese.nted in numerical order. according to the Agenda for the meeting. Tape
numbers and approximate locations are identified tor the beginning and end of each agenda item.

The tapes, recorded at vel)' slow speed (1.2 cm/set;) on a Sony BM-I46 court recorder, are available
for listening at the CWCB during regular" -office-DoulS. Arrangements to make copies of the tapes or written
transcripts of specific agenda items may be made at the requestor's expense.

Tape I, covered the period from 9:45 a.m. to 12:35 p.m., Thursday, ~arch 4, 1993. Tape 2 covered the
period from 12:35 p.m. to 12:40 p.m. and 2:.36 p.m. to 5:05 p.m. on Thursday, March 4, 1993. Tape 3 covered
the period from 5:05 p.m. to 5:21 p.m. on Thursday, March 4, 1993, and 8:55 a.m. to 11:43 a.m. on Friday, March
5, 1993. Tape 4 covered the period from 11:43 a.m. to 12:50 p.m., and 1:43 p.m. to 3:00 p.m. on Friday, March
5, 1993.
