Board relating to the details of the study made
by the Committee. Mr. Kuiper of your own staff
being here and available in behalf of Mr.
McClellan, the Chairman, who was ill at the time
of our last meeting, Mr. Sargent from the Public
Service Company is here, Mr. Howard Scott from
the Colorado Association of Rural Electric Coops
is also here. So if there are any questions
(they have been active members of the committee
and advisors to the committee) I am sure they
will be very happy to answer any questions the
Board may have."

"The working committee itself is composed
of ~tr. McClellan as Chairman, Mr. Kuiper of your
staff, Ftt. Keith Millen of the Public Service
Company, 1tr. John Bugas of the Colorado-Ute
Rural Electric Association and Mr. Paul Brown
with the Public Utilities Commission. Those
were listed on the first page of the report."

"I have a few questions I would like to ask
if I may. Now what do you mean by the States of
the Upper Division? Name them if you will please."

"As named in the Colorado River Compact. The
difference being the states of the Upper Division,
or the Upper Basin States, not being entirely
contained within the Colorado River Basin per se.
In other words, Colorado, in it's entirety, is a
state of the Upper Division."

"I'll ask you this - is Arizona?"

"No."

"The next question I have is on recommenda-
tion item #3 where you mention transmission sys-
tems. vllio should construct that transmission
system to tie these plants together?"
