that and felt that that tied in, as I recall the
minutes, with the initial authorization of the
projects. Is that correct?"

"Yes. Mr. Bunger I want to call your atten-
tion to paragraph (b) which states that this
project is always junior to Colorado uses, so it
can't ever interfere with them."

"Why not state it, so state it in (a) that
this is the project?"

"We said there in (b) 'The Secretary of In-
terior shall so operate the project so that there
shall be no injury, impairment or depletion of
existing or future beneficial uses of water with-
in the State of Colorado'. That seems to accom-
plish the purpose."

"Yes. Of course, I don't see how we can
operate under that other than in the San Juan
and in the Rio Grande."

"I don't either, but we don't limit it to
that. "

"If they agree to it, that's all right. I
have compared some sketches from my survey. I
have about seven or eight copies that show this
location, . the lands, and so forth, and if you
are interested I could pass them around and you
could take a look at them. If you want to take
the time."

just informed me that we cannot use this room
after 2:45 this afternoon so I'd rather not at

the protection of fish and aquatic life. New
Mexico proposed in lieu of what we had - as re-
ported by the Bureau of Sports Fisheries and
Wildlife - that which was reported by the Bureau
of Reclamation. After we returned to Denver we
studied the project reports, and the Bureau of
Reclamation didn't report anything on fish and
