which he pinpointed the problem, as John has
already said. He stated that Colorado must
start to work on these things because the
problems would arise in the near future. But
that report of Breitenstein's apparently went
unnoticed, although it was one of the most
voluminous, comprehensive reports ever put
out to this Water Board. Until this last
year nobody gave a thought to that report.
We are now trying to accomplish work on an
emergency basis that would normally take two
or three years.

The Upper Colorado River Commission is
likewise belatedly getting into the picture
and is now attempting to find a legal staff
to assist from that angle. In that connec-
tion they are trying to find an attorney
who is already familiar with the Arizona vs.
California suit and who has participated in
the suit. We have nobody in Colorado who
has any more than an inkling of what happened
in that very important lawsuit.

I think, to answer Mr. Peterson's ques-
tion, that if our budget is approved as was
submitted, and with what funds we now have
and with carryover funds from previous years,
that financially we are all right."

of Mr. Barnard's, even if it isn't complete,
should be given to the members of the Legis-
lature. They are the ones who have to back
. our financial requests and they are entitled
to all the information that we have on these
problems. "

"I would suggest then, to the Director,
that copies be made available to the Legis-
lature as quickly as possible, together with
the dissemination to water lawyers and engi-
neers throughout the State that your committee
and Mr. Sparks would agree upon.
