He stated that Colorado must <br />start to work on these things because the <br />problems would arise in the near future. But <br />that report of Breitenstein's apparently went <br />unnoticed, although it was one of the most <br />voluminous, comprehensive reports ever put <br />out to this Water Board. Until this last <br />year nobody gave a thought to that report. <br />We are now trying to accomplish work on an <br />emergency basis that would normally take two <br />or three years. <br /> <br />The Upper Colorado River Commission is <br />likewise belatedly getting into the picture <br />and is now attempting to find a legal staff <br />to assist from that angle. In that connec- <br />tion they are trying to find an attorney <br />who is already familiar with the Arizona vs. <br />California suit and who has participated in <br />the suit. We have nobody in Colorado who <br />has any more than an inkling of what happened <br />in that very important lawsuit. <br /> <br />I think, to answer Mr. Peterson's ques- <br />tion, that if our budget is approved as was <br />submitted, and with what funds we now have <br />and with carryover funds from previous years, <br />that financially we are all right." <br /> <br />"Mr. Chairman." <br /> <br />"Mr. McCandless." <br /> <br />"I think, by all means, that this report <br />of Mr. Barnard's, even if it isn't complete, <br />should be given to the members of the Legis- <br />lature.
