<br />MR.: SHERMAN: As I recall, the Secretary of.State has her own seal and <br />I think Larry should get his. <br /> <br />MR. SPARKS: We do have a seal that we use for, official papers, but it <br />is quite plain. This board did contribute a considerable amount of <br />money to the model studies that went on in the valley over the year. <br />We actually funded half the cost of ,the mode1.study done by the Geo~ I <br />logical Survey. It took a period of some five or six years. We also <br />stationed a resident engineer from this board down there to assist <br />with the study and provide cooperation between the Bureau of Recla- <br />mation and the local residents. We have intensively studied this <br />project and have put a lot of state money into it. I think it's now <br />ready for construction. There is no other answer to the water problem <br />of the area. <br /> <br />MR. JACKSON: Larry, could you please state the obligation we have per: <br />.year for delivery in the Rio Grande Compact and how this project will <br />affect that? <br /> <br />MR. SPARKS: The Rio Grande Compact is somewhat unique in that it <br />requires only the delivery of a proportional share of water as is <br />produced each year. There is no fixed amount. In that sense the com-, <br />pact is one.of the better'compacts theoretically, but it has not worked <br />out that way. The state engineer has been forced to reduce diversions <br />there because of the compact~ It's based upon the amount of water flow <br />at two index stations.: One index station is on the Rio Grande and the <br />other index'station: on the upper end of the 'Conejos. 'We deliver, in <br />effect, only: a proportionate share of ' what goes by those index stations <br />each year. The amount fluctuates ,from year to ,year. We don't' admit: <br />that we have any debit. However, we have computed this over the years' <br />and every time we do come up with a debit. This project will allow us <br />to maintain a debit~free status. Then the' state engineer would not. <br />have 'to curtail. diversions in the San Luis Va11ey~ He is now forced i <br />into that because'of the Supreme Court case. <br /> <br />MR. STAPLETON: I would like to make one announcement before we go <br />through the agenda. Evidently, we've got room for twenty-five people <br />at lunch.. That includes ten for the Water Board, or so, is that right? <br /> <br />MRS. MARTEL: Fourteen for the Water Board. <br /> <br />MR. STAPLETON: Eleven guests can join us for the great challenge of. <br />the intellectual stimulus at the noon hour and the charge for that <br />type of companionship is $4.00. So those of you who are interested ~- <br />Rolly, I know you can spend $4.00 under those circumstances. Please <br />contact Mary Martel right away so that we can know who's going to <br />join us. <br /> <br />The next project is the Narrows Project. <br /> <br />MR. SPARKS: Mr. Chairman, we have recommended that we support the <br />President's budget request for the Narrows Project, which is $3,995,000. <br />It's a miracle of bureaucratic figures.
