<br />I <br /> <br />I <br /> <br />turn the program over to Mr. Weber and he will give the details of the <br />project. <br /> <br />MR. WEBER: Thank you, Mr. Sparks. I think you have covered some of <br />the preliminaries that I would have mentioned. The project was autho- <br />rized by Congress in 1972 and was funded for the first time this year <br />in the amount of $125,000. These slides and statements have been <br />prepared to.explain the program. I'm going to use these.a number of <br />times in the Alamosa area at public meetings to explain again to the <br />public what the program is all about. <br /> <br />(The slides were then shown.) <br /> <br />MR. SPARKS: Mr. Weber, we certainly thank you. I have stated to the <br />board that this is a critical problem in the San Luis Valley because of <br />the litigation that is going on now in both federal and state courts. <br />We're extremely anxious to solve these problems by providing more water. <br /> <br />MR. STAPLETON: Do we have some recommendations from the staff? <br /> <br />MR. SPARKS: Yes. The staff recommends that we support the President's <br />request for the appropriation of $375,000 which will complete the <br />environmental impact statement and the definite plan report. <br /> <br />We do have some detractors for this project, like every other project <br />in Colorado. However, it appears that over ninety percent of the <br />people in the valley are solidly behind this project. We have a board <br />member, Mr. Brownell, here who knows more about that area than anyone <br />outside the San Luis Valley and he may want to speak to the point of <br />the support for the project in the valley. <br /> <br />MR. BROWNELL: I think it's the sentiment to support the project. The <br />people are well-educated as to what the project will do. I feel just <br />like Larry that it's going to go now. Of course, you're going to <br />always have some opposition. I move for approval if there is any action <br />that way. <br /> <br />MR. STAPLETON: I think we do need approval for each of these. It has <br />been moved that the recommendations of the staff be approved. Is there <br />a second to that? <br /> <br />MR. KROEGER: I second. <br />MR. STAPLETON: Any further discussion? (No response.) <br /> <br />All in favor signify by saying, "Aye." All opposed? <br />it and the motion is carried unanimously. <br /> <br />The "Ayes" have <br /> <br />MR. HANSON: That was a beautiful first five minutes <br />gave us. I appreciate that, but I think we ought to <br />that seal for the Water Board.
