<br />MR. STAPLETON: What's the recommendation on the project, then? <br /> <br />MR. SPARKS: We recommend that the amount requested in the President's <br />budget be approved. ' <br /> <br />MR. STAPLETON: Where's the oppositio~? <br /> <br />I <br /> <br />. ' , <br />MR. BENTON: I don't know how much, opposition there is numerically, <br />but proportionally, they're very strong:. <br /> <br />MR. SPARKS: It's a hassle over there, about the project, although the. <br />opposition is not restricted to the local area. There are environ- <br />mentalists allover the state who have objections to some features of. <br />the project. There has been a working committee appointed that the <br />Bureau of Reclamation is working with in an attempt to resolve the prob- <br />lem. <br /> <br />MR. STAPLETON: Well, if they're not resolved have we wasted the money? <br /> <br />MR. SPARKS: The money'at this time is simply for the definite plan <br />report. That has to be completed before we know whether or not .we will <br />be in a position to ask for construction funds. There have been no <br />requests, as yet, for construction funds. :' <br /> <br />MR. STAPLETON: This is a commitment of the board on-what -- just the, <br />funds themselves? <br /> <br />MR. SPARKS: I, think the commitment is to get the definite plan report <br />completed. Then we'll.have something to present to the board that we <br />can: talk about~ At this point, we simplyaorr~ttknowct~e scopesoflthe <br />plan. " <br /> <br />, ' <br />MR. STAPLETON: Well, I assured some members of.the board that we <br />wouldn't take action on matters that we didn't have the information on <br />before, and I would like to know whether the board wants to adhere~to <br />these suggestions in regard to the West Divide project. <br /> <br />MR. JACKSON: I can understand the Fryingpan-Arkansas -- to.reverse <br />that is even more than we can do. <br /> <br />MR. STAPLETON: Does anybody have any feelings on that? <br /> <br />MR. JACKSON: Mr. Chaiman, I would like to support you on that, and I <br />think we ought to just vote on that separately. .1 don't have any idea <br />where we're going. . <br /> <br />I <br /> <br />MR. BENTON: ~Mr. Chairman, 'to get the thing rolling, I would'move to <br />approve the recommendations of the staff. <br />. .C <br /> <br />MR. FORD: I second it. <br /> <br />MR. SPARKS: The only statement we have previously furnished to the <br />board on West Divide is the summary last year. At this time, I would <br />say that the project is under refomulation.
