MR. STAPLETON: ,Hearing none, I call for the questions. All in favor
signify by saying, "Aye." Opposed'? Carried unanimously and declared
adopted.

All right, the next one is Fruitland Mesa.

.
MR. SPARKS: The Fruitland Mesa is a project for which the definite I
plan, report was completed several years ago. The repayment contract
has been executed by the Fruitland Mesa Water: Conservancy District and
the project is ready to go. We have construction funds this fiscal
year. The only holdup at this point is the environmental impact state-
ment. That statement is almost completed and we should be receiving
it shortly.

I might state that most of these districts contacted me prior to this
meeting as we requested on our bulletin of a month or so ago, and I
told them that I did not think that it would be necessary for them to
send people over here to argue the merits of the projects because'this
board has long supported these projects. The failure of some of the
districts to be represented here is not because'of lack of interest on
their part. It's simply because I told them it would be a waste of
money to send people over here on what we consider, in this case, a
routine matter.

,
MR. STECKEL: Mr. Chairman, Fruitland Mesa, is represented -- Dick
Steckel, Vice President of the Conservancy District.

MR. SPARKS: Dick, I'm sorry. I ,saw you over there, too.

MR. STECKEL: I came in late, my apologies.

.
MR. STAPLETON: Is there any question or discussion about the Fruitland
Mesa project?

MR. SPARKS: Ed Wiscombe is here, the project manager. Ed, could you
give a time schedule on the draft environmental impact statement on
this project?

MR. WISCOMBE: Hope to have it filed. They w:id:l have the draft in
April. It's coming along.

.
MR. SPARKS: If so, we're getting right down to the wire.

MR. STAPLETON: All right. San Miguel.

MR. SPARKS: The San Miguel is in the definite plan status. The I
request for funds is to continue the definite plan report. Ed Wiscombe,
will these funds pretty well complete the definite plan report?

MR. WISCOMBE: Yes.

MR. SPARKS: Again, we believe these funds are adequate. This is a
project which this board has strongly supported over the years. I see

-10-
