<br />000 <br /> <br />The $10,500,000 requested in next year's budget <br />should speed up construction. <br /> <br />Navaio Unit <br /> <br />The construction of 15 residences, streets, utili- I <br />ties, and power facilities at the government community several <br />miles downstream from the dam site is expected to be completed <br />by June of this year. Construction of the access road by the <br />State is now underway and tentative plans are for an award of <br />the prime contract on the dam before July 1. Funds in the <br />amount of $7,000,000 are included in next year's budget. <br /> <br />Collbran Proiect <br /> <br />The contractor has been shut down during the winter <br />months by heavy snows, but will be ready to begin embankment <br />placement early in May, weather conditions permitting. A govern- <br />ment housing camp consisting of 15 Transa houses, house trailers, <br />and administrative buildings has been constructed about one- <br />half mile west of the town of Collbran. Construction activities <br />will be carried on from this headquarters. <br /> <br />The construction schedule calls for award of con- <br />tract for a tunnel section along the Southside Canal to be <br />followed by contract for first section of the canal in about <br />July. <br /> <br />Funds in the amount of $4,618,000 have been requested <br />in the F. Y. 1959 budget for construction on powerplants and <br />other features as soon. as possible. <br /> <br />PROJECTS UNDER INVESTIGATION <br /> <br />The outlook for investigation during the coming fis- <br />cal year is less encouraging than that for construction acti- <br />vities. National concern following the launching of the Russian <br />Sputniks resulted in a December, 1957 cut in the F. Y. 1959 <br />budget requests for investigations including advance planning <br />on the Participating Projects of the Colorado River Storage <br />project. Unlike the construction activities which apparently <br />will have adequate funds in F. Y. 1959, cuts in budget requests <br />for investigations have not been restored. As a result, work I <br />on projects being investigated will be retarded somewhat below , <br />the optimum level. Some carryover funds from F. Y. 1958 may <br />be available for some of these investigations, however, to <br />partially offset the F. Y. 1959 reduction in funds. <br /> <br />The question is repeatedly asked--"Why the delay on <br />new construction?" It seems to be the plan of both the Admin- <br />istration and Congress to approve substantial appropriations <br />
