On motion, it was agreed that the Director and the
Consulting Engineer prepare a report for the Board, pointing
out the different factors of the Narrows project, including
its purposes and benefits; that a meeting of the Board be held
after the report was prepared to consider its comments to
Region 7 on the project report; and that such a meeting be
scheduled for three days; one day to be devoted to a trip into
the area for the purpose of viewing the dam and reservoir site,
the area which will be inundated by storage in the reservoir,
and at least a portion of the area below the location of the
dam; one day to be devoted to hearing a limited number of
proponents and opponents of the project; and a third day to be
devoted to consideration by the Board for the formulation of
its comments.

Auqust 8, 1952.

Director Stone called attention to the motion adopted
at the last meeting of the Board regarding the three day meeting
to consider the Narrows matter, and explained the reasons for
delay in scheduling this meeting. Among other things the question
of using within the State of Colorado any water imported from the
natural basin of the Colorado River, and reducing to a minimum
the water which would pass over the Slate line into another State
not a party to the Colorado River Compact, has required con-
siderable attention. Also,it was desired that a copy of the
opinion of the Solicitor of the Department of Interior, rendered
several years ago, respecting use within a compact State of water
imported from another basin, be obtained. The Director said he
had obtained a copy of this opinion and Mr. Breitenstein had
written a preliminary draft of such opinion, which he and Mr;
Breitenstein wished to discuss before it is made available for
use in consideration of the Board of the Narrows matter.

Director Stone's death occurred October 22, 1952

May 18, 1953.

Director Crawford reported that he had informed inquiring
parties that the matter of Narrows dam is in a state of quies-
cence. The Sterling Chamber of Commerce wants the matter re-
opened, and he asked an opinion from the Board as to whether
there should be any action taken on the basis of the meetings.
It appeared to be the feeling of members of the Board that there
would be no purpose in attempting to do anything'at the time,
in view of the current economy drive.
