<br />t; <br /> <br />The subconunittee had a detailed discussion of Part 2 but did not complete their review of <br />this section. The primary issues discussed included: <br />I. When to start the funding cycle (should it wait until July 2007 or begin 6 months <br />following adoption of the guidelines and criteria? <br />2. There was discussion of how to allocate funds. The full range of options were <br />discussed by no consensus was reached. The options ranged from: a) no limitations <br />on funding - allocate based on the merits of the water activity and the prioritization; <br />b) allocate funds based on the two funding cycles (i.e., 5 million per cycle); c) <br />allocate a portion of the available funds to a basin account (i.e., approximately 30%) <br />to be competitively apportioned to basin roundtables and a portion (i.e., <br />approximately 70%) to be available on a competitive basis; d) have a cap or <br />maximum that could be allocated to an individual water activity; e) have a once a year <br />allocation for "big" projects and have funding available for smaller project (i.e., <br />requests less then $100,000) available all year and allocated at the routine CWeB <br />meetings. <br /> <br />. <br /> <br />Eligibility Requirements <br /> <br />. <br /> <br />Senate Bill 06-179 is very specific regarding eligibility requirements and these criteria <br />and guidelines are developed from the direction provided in the legislation. In order for a <br />water activity to be eligible for funding m it must: 1) be approved by a roundtable <br />pursuant to article 75 of title 37, C.RS. and the approving roundtable shall be the <br />roundtable for the basin in which the proposed water diversion or nonstructural activity <br />would occur; 2) meet the eligibility categories described below; and 3) be approved by <br />the CWCB utilizing the criteria and guidelines jointly developed by the !BCC and <br />CWCB. The legislation also emphasizes that the criteria and guidelines shall help meet <br />the water needs identified by the SWSl and other appropriate sources. <br /> <br />Eligible Water Activities, as identified in Senate Bill 06-179, include the following: <br /> <br />· Competitive grants for environmental compliance and feasibility studies; <br />· Technical assistance regarding pemritting, feasibility studies, and environmental <br />compliance; <br />· Studies or analysis of structural, nonstructural, consumptive, and nonconsumptive <br />water needs, projects, or activities; and <br /> <br />6 <br /> <br />Preliminary Draft <br /> <br />. <br /> <br />July 12,2006 <br />Rev.
