7. Legal Committee Report

UAt the last meet we appointed a Legal
Committee to consider the problem of
someone either to assist Mr. Chilson or
else become conversant with all our legal
problems. Have you a report on that?U

uOur Committee has had a meeting on that
matter in which the Director participated.
Our first recommendation is, I think, that
the Board make every effort to get from the
next session of the Legislature a contingent
appropriation of at least $25,000 for legal
and professional assistance in the defense
of our position in the Colorado River suit.
It would take care of this and any other
matters involving our interstate water
rights in case of need. Committee members
feel it should be for both additional legal
counsel and professional engineering help
because we realize that expert testimony
will be needed if we get seriously involved
in that suit. That is our first recommenda-
tion--that we strive for such an appropriation
but that expenditure of the appropriation be
contingent upon the necessity of its use if
Colorado becomes involved in that litigation
or another litigation requiring similar
treatment. Secondly, we discussed the
possibility of getting an appropriation for
the next year so that the Board might have
a Civil Service authorization for, I think,
a Legal Technician of some class to take the
load of routine work off the hands of
Mr. Chilson and of any other special contract
attorney we may have. We do not want the
asking for this appointment to interfere
with getting the contingent fund appropriation
for professional service. We feel that there
is a need for~oth. Year in and year out,
this Board could use the services of a legal
technician who would correlate his work with
the assistance we get from the Attorney
