Legal Committee Report <br /> <br />UAt the last meet we appointed a Legal <br />Committee to consider the problem of <br />someone either to assist Mr. Chilson or <br />else become conversant with all our legal <br />problems. Have you a report on that?U <br /> <br />uOur Committee has had a meeting on that <br />matter in which the Director participated. <br />Our first recommendation is, I think, that <br />the Board make every effort to get from the <br />next session of the Legislature a contingent <br />appropriation of at least $25,000 for legal <br />and professional assistance in the defense <br />of our position in the Colorado River suit. <br />It would take care of this and any other <br />matters involving our interstate water <br />rights in case of need. Committee members <br />feel it should be for both additional legal <br />counsel and professional engineering help <br />because we realize that expert testimony <br />will be needed if we get seriously involved <br />in that suit. That is our first recommenda- <br />tion--that we strive for such an appropriation <br />but that expenditure of the appropriation be <br />contingent upon the necessity of its use if <br />Colorado becomes involved in that litigation <br />or another litigation requiring similar <br />treatment. Secondly, we discussed the <br />possibility of getting an appropriation for <br />the next year so that the Board might have <br />a Civil Service authorization for, I think, <br />a Legal Technician of some class to take the <br />load of routine work off the hands of <br />Mr. Chilson and of any other special contract <br />attorney we may have. We do not want the <br />asking for this appointment to interfere <br />with getting the contingent fund appropriation <br />for professional service. We feel that there <br />is a need for~oth. Year in and year out, <br />this Board could use the services of a legal <br />technician who would correlate his work with <br />the assistance we get from the Attorney <br />
