<br />S <br />...282 <br /> <br />MR. MOSES: <br /> <br />"I saw Mr. Tipton's report this morning <br />for the first time. Although I am not <br />an engineer, I understand that the three <br />things which he requests are not major <br />matters that would take another two years <br />but that they could be done in a relatively <br />short time and with minor alterations to the <br />report. I asked him about the propriety of <br />getting Board approval of the report subject <br />to the compliance of the first three recom- <br />mendations, thereby avoiding the fourth-- <br />that is, resubmitting the report for review <br />after the first three recommendations had <br />been done. He said he saw absolutely no <br />objection to t:li.at provided that the approval <br />of the Board was conditioned upon showing <br />that the project would be operated within <br />the terms of the Rio Grande Compact. He <br />thought also that the official action of the <br />Board should say that actual construction of <br />the project should not take place until a <br />repayment contract had been executed between <br />some political entity--I presume the District-- <br />and the" United States, and until consent <br />agreements with the owners of the local water <br />rights had been executed. Regardless of what <br />the Board did, I am sure the Bureau would say <br />that no actual work would begin until these <br />things had been done. In the report there is <br />a time schedule. I think we could surmise <br />from the report that the actual construction, <br />even under the best estimates, would not <br />start until 1957-1958. I think that these <br />consent agreements could be executed between <br />the time: this report comes out and the <br />scheduled date of commencement of construction. <br /> <br />I <br /> <br />"Speaking for the local people, they <br />would like to have the Board approve the <br />report subject to the condition that the <br />project be operated within the terms of <br />the Compact, which would satisfy Mr. Tipton <br />on the first and second of his recommendations. <br /> <br />I <br />
