I call your attention to the fact that <br />no requirement of minimum release is contained in the <br />authorization for the construction of Platoro <br />Reservoir, and I know of no Conservation Reservoir in <br />the State which has any minimum requirement. <br /> <br />As you know, Mr. Tipton has urged that an effort be <br />made to correlate the use of the under-ground reservoir <br />w~th Wagon Wheel Gap. The installation of wells in the <br />Hooper-Mosca area is an attempt to do just that. The <br />report seeks authorization for one well and the <br />Conservancy District heartily approves of this request <br />but the District does not feel that the request should <br />stop with funds for one well. Because of the delays <br />involved in securing additional authorization, the <br />District would like to get authority for at least ten <br />additional wells, expenditures of :funds to be <br />contingent upon the successful completion and operation <br />of the first well. <br /> <br />The report recommends the installation of penstocks <br />and other structures which might be utilized if power <br />is ever developed at Wagon Wheel Gap. These items <br />cost $184,000.00. The landowners do not feel that <br />they should be required to repay 6~o or any part of <br />these power installations but that it would be proper <br />to request that this amount be placed in a suspense <br />account to be repaid out of power revenues when power <br />is developed. I understand that there is precedent for <br />this arrangement <br /> <br />I <br /> <br />Finally we want to ask that appropriations be sought <br />at the same time that authorization is requested <br />(provided re-authorization becomes necessary). There <br />is no'good reason why the proj ect should lie dormant <br />for a full year between re-authorization and appropria- <br />tion in view of the long period of study which has <br />occurred and the long delays which have already taken <br />place.
