<br />7 ~3l <br /> <br />I <br /> <br />In Colorado the principal activity of the Surface <br />Water Branch is the collection, computation and <br />publication of stream-flow records. This includes <br />the construction, maintenance and operation of <br />stream-gaging stations for "determining the water <br />supply of the United States." We are not <br />concerned with the operation of stations required <br />for the administration of water rights or for <br />proj ect operation except at tho$ points where the <br />record has definite hydrologic value. <br /> <br />To finance our activites we have three sources of <br />funds; unrestricted Federal funds, restricted Federal <br />funds which can be used only for cooperative programs <br />with States and Municipalities, and funds transferred <br />from other Federal agencies for specific purposes. <br />We quite naturally are not permllted to undertake work <br />for individuals or private organizations. <br /> <br />By far the largest of these three sources is the <br />amount appropriated by the Congress available only <br />for cooperation with States or Municipalities for <br />water resources investigations. These funds are <br />restricted by the proviso "that no part of this <br />appropriation shall be used to pay more than one-half <br />the cost of any water resources investigation carried <br />on in cooperation with any State or Municipality." It is <br />from this source of funds that we are able to match <br />the funds provided by this Board for both surface <br />water and ground water investigations. <br /> <br />W~th these funds we conduct several types of programs. <br />The unresbicted funds are used for our so-called <br />Federal program which includes stations operated <br />primarily in the Federal interest such as the base <br />stations in the primary gaging station network, <br />State-line stations, stations "required for interstate <br />compacts and other stations which should be operated <br />indefinitely. <br /> <br />I <br /> <br />Our cooperative funds are used for our Federal-State <br />program which includes stations of joint interest to <br />the States and to the Federal Government. These may <br />be areal stations in the primary network or~econdary <br />stations. By secondary stations I mean those which <br />need to be operated only long enough to establish <br />satisfactory correlation with a primary station-- <br />usually five to seven years. The majority of the <br />stations maintained in our cooperative program with <br />the Board are of this type and their records have <br />added materially to our knowledge of Colorado's water <br />resources. <br />
