'.1

.

5.0 SUMMARY

The SWCD desires to enter into an agreement and court stipulation for decreed terms
and conditions with the CWCS to accept "injury with mitigation" concerning its proposed
plans for augmentation and exchange described in water court applications 01CW305
'and 02CW77. The mitigation package offered by the SWCD consists of streamflow
monitoring and reporting, implementation of water conservation practices, and
curtailment of outdoor irrigation water use at flows greater those decreed to the CWCS.
These measures, combined with a coordinated effort with the Division Engineer to
ensure prompt and efficient administration of the exchange reach, should fully mitigate
any possible adverse impact on CWCS minimum flows attributed to the exchanges
proposed in Case Nos. 01CW305 and 02CW77.

Sincerely,

"RJ:&;EEmNG"NC'

Hydrologist

RSF/mmm
033-8.9
\\Mmm\Clienfi033\INTSTREAM FLOW MITIGATION PLAN 033.doc

.

.

8
