<br />. <br /> <br />. <br /> <br />. <br /> <br />be a dry runoff year (1 year in 10 or greater), the BWCO will initiate a streamflow <br />monitoring program of the Roaring Fork River at a location within the critical <br />reach. <br /> <br />Beginning on or about July 15, during these defined dry years, streamflows will <br />be measured weekly and results reported to the ~ivision Engineer and CWCB. <br />The measurement will be taken near Basalt just upstream of the Highway 82 <br />bridge crossing. <br /> <br />3. If streamflow measurements within the critical reach drop to 62 cfs (7 cfs above <br />CWCB minimums), the BWCO will: <br /> <br />A. Coordinate with the ~ivision Engineer to ensure that all junior diversions are <br />curtailed'. <br /> <br />B. Send letters to all Contractees located in the upper Roaring Fork River <br />directing them to implement water conservation measures as described in <br />the BWCO's water conservation handbook. Preparation and distribution of a <br />Water Conservation Handbook is part of the offered mitigation. <br /> <br />4. If streamflow measurements within the critical reach drop to 58 cfs (3 cfs above <br />CWCB minimums), the BWCO will issue a directive to all of its contractees in the <br />upper Roaring Fork basin to curtail all outdoor lawn, garden, and open space <br />irrigation and aesthetic/piscatorial pond filling. <br /> <br />5. Should a continuous recording streamflow gage be installed in the critical reach, <br />the BWCO will become a cooperating agency and assist in the annual <br />maintenance of the gage. The BWCO will contribute up to $2,500 annually for the <br />effort. With installation of a gage, the BWCO's snow pack monitoring efforts as <br />described in Mitigation NO.2 above would cease. <br /> <br />I During dry year conditions it is most probable that the entire basin will be under administration after <br />July 15~ due to the downstream Cameo call. Therefore. it is important that all junior diversions are curtailed. <br /> <br />7 <br />
