I

I

Mr. Sherman: Well, it is an invitation.

Mr. Stapleton: Yes, that is acceptable. Why don't we make it just a
little later and see whether we can adopt the resolution in which case
the invitation ought to be much more generous:

(Laughter)

All right, all those in favor of the adoption of the Lower Yampa recla-
mation project resolution signify by saying "aye" - opposed, "no." It
is ordered adopted. (See Appendix G).

We will save that invitation for a little later on, but we won l,t forget
it.

Mr. Sherman: Okay, I'll wait.

Mr. Stapleton: All right. Are there any other projects that would like
to be heard at this time?

Mr. Bernklau: I~. Chairman, the West Divide people would like to make
a few comments, if they may.

Mr. Stapleton: All right. If you will take the microphone and intro-
duce yourself for the record.

Mr. Bernklau: Mr. Chairman and members of the board, I am Carl Bernklau,
President of the West Divide Conservancy District.

Since my last appearance before this board one year ago, there have been
quite a few changes in the West Divide District and I thought I would
come over here to talk to you people a little about the oil shale
industry. We are faced with quite an invasion of the industry in that
area and I come to find out you people in Denver know more about the
oil shale industry than we do over there right next to it. But in view
of this fact, we would like to more or less petition the board for their
support at this time to re-evaluate some of these projects and more or
less ask for West Divide to be put up toward the top of the list. In
fact, the people in that area would like to be number one in view of
this energy crisis, with no disrespect to the other projects, we need
them all. But we do have a problem over there at this point in time
in getting water to the municipalities mainly. And that is the problem.

Whether the oil shale industry develops or not at this time, we don't
know how quick or when. But as of today there are people moving into

-19-
