<br />L44L <br /> <br />We have a memorandum dated July 31, 1961, <br />entitled 'Analysis of Poncha Jct.-Pueblo Trans- <br />mission Line for Period 1964-2049'.' The only <br />segment of the line which the Public Service <br />Company of Colorado has offered to build is that <br />segment between poncha J~nction and Pueblo. <br />That's a relatively short section; one of the I <br />smallest parts of the entire system. Their offer <br />involves that segment at a flat one mill per <br />kilowatt hour. By their own estimate that would <br />amount. during the period of study, to a total ~ <br />charge of $79,408,000. That's their figure. The <br />Bureau of Reclamation says the figure should be <br />$93,992.000. So somewhere between the two the <br />accuracy is contained, but we'll take the Public <br />Service figure of $79 million. Now the cost of <br />the federal transmission line and substation, the <br />construction. operation, maintenance and replace- <br />ment, and interest over the same period of time <br />comes to $47,704.956. So for the privilege of <br />having the Public Service Company build this <br />short line we J22Y, out of the revenues which <br />would accrue to the benefit of the participating <br />projects, a sum of $31 million. If there is any- <br />thing wrong with this conclusion we would like to <br />have it shown to us. We are not infallible; we <br />take the information that is available and work <br />it up to show. in this case, what happened to a <br />particular segment of line. When you apply this <br />to all segments you get the same answer. As a <br />matter of fact, one of the most reasonable offers <br />made was made by the Public Service Company of <br />Colorado. There is nothing wrong with the offer <br />per se; nothing wrong with it whatsoever. It's <br />simply that we should not have to pay a profit to <br />the Public Service Company in order to build our <br />participating projects. (See Appendix A for <br />this memorandum) . <br /> <br />The're is qne other point I attempted to cover <br />in this so-called duplication of lines. This is <br />not a question of duplication. It's simply a <br />question of who is going to build these lines. <br />Theoretically it should be Cheaper if two people <br />are using the same facilities and, not only theo- <br />retically, it would be cheaper if it were on a <br />sharing basis.
