all-federal line would lose money and would not
start showing a profit until sometime after
1970.

The same thing holds true, in certain de-
grees, in utah and New Mexico. There are advan-
tageous arrangements which can be made which
will make money for the project and will make
money for these investor utilities.

We think that this line to Sigurd must go
on up to Hebert. This is an incomplete system
as far as we are concerned and reduction should
take place in these lines in northwestern Colo-
rado. Now those are fertile fields of investi-
gation which we think will reduce the proposed
federal investment and put a good many million
dollars more in our Project Fund.

I think, as far as our own Public Service
Company is concerned, there will be no difficulty
in arriving at some mutually satisfactory ar-
rangements. Mr. Sargent has told me that he
cannot speak for these other companies, which
is true, although he has been speaking for them
to some extent in the past. But these are
different matters. All we ask is that we look
at this line piece by piece. The way_you.
handle any business arrangement and not as a
'package'. We don't like this shell game when we
get on this portion of the line. We don't want
to say 'Let's don't look at this, look at the
whole thing'. That's not the way we intend to
do business on our staff. We want each of
these lines analyzed and that means we must get
the cooperation of the Bureau of Reclamation on
this. As I say, we have not been satisfied with
the information we have received to date.

So it appears to us that there is a fer-
tile field during the next year wherein these
controversies can be resolved.

One other thing that I would like to point
out in connection with the campaign that is now
going on down in the State of Arizona. People
from Arizona wanted part of this project power.
