<br />The benefits associated with the expanded scope of the CWCB's Imaging System include the following <br /> <br />- creates the "Virtual WRIC," which will allow users to access most Water Resource <br />Information Center (WRIC) documents and, eventually, all CWCB documents, via the <br />internet <br /> <br />- increases user accessibility to all CWCB documents <br /> <br />protects loss of historic documents by providing qff-site back-up storage <br />. I <br />- improves completeness of stored data <br /> <br />- improves record filing and retrieval, and eliminates re-filing and lost/misfiled documents <br /> <br />- provides a data-based decision making tool <br /> <br />- provides for simultaneous access to documents by multiple users <br /> <br />- make all past present and future CWCB docume1)ts electronically filed and read <br /> <br />This project is similar in nature to the agency's Decision S\lpport Systems and the Satellite Monitoring <br />System. It requires an initial capital investment for hiudware and software, and knowledgeable <br />manpower to optimize the use of the system. However, the benefits from this investment are realized <br />Immediately. Virtual WRIC will make CWCB documents available to internet users searching by key <br />words and/or topics. All CWCB documents previously stored off-site (Archives, WRIC, Division of <br />Wildlife storage bins, etc.), will be consolidated in one location and readily available to the public and <br />the staff through the Internet and the Network. Office space previously occupied by file cabinets is freed <br />up for other uses. . <br /> <br />To continue progress on the CWCB Imaging System, additional funding is hereby requested for the <br />following items (see attached Project Data Sheet and Table): <br />, <br />Purchase of Optical Character Recognition (OCR) Hardware and Software <br /> <br />Many of the agency's documents have been inventoried and recorded in a database for retrieval. The <br />current viewer software allows users to enter a case number or other unique identifier to search for <br />imaged documents based on the assumption the user is familiar with the framework of the underlying <br />database. However, to enhance the use of the Virtual WRIC, Optical Character Recognition would <br />allow users to search imaged documents using words anc1{or topics. The estimated cost of this software <br />and hardware is $15,000. . <br /> <br />Purchase of WEB Server and Progranuning for hiternet Abcess <br /> <br />One goal of the Imaging Project is to make agency inforri1ation available to the public over the mternet <br />(Virtual WRIC). To accomplish this, the agency must purchase a separate WEB server and contract for <br />the customized progranuning to direct WEB inquiries to the agency's imaging database. The estimated <br />cost for this hardware and programming is $15,000. <br /> <br />Continuation of Document Preparation. Indexing and Scahning (Backfile Scanning) <br /> <br />Of the initial funding amount, $115,000 was budgeted ~or prepping and sCamling 500,000 document <br />pages. That allowance will cover document imaging for [the Construction Fund Section, Administrative <br />Section, Flood Plain Section, Stream and Lake Protectibn Section and Office of Water Conservation. <br />However, there are approximately 2,000,000 documents from the Compact Section to be prepared <br />and scanned. The Imaging Committee estimates that only II. (500,000) of those documents can be <br />imaged in FY 2002-03. The cost for imaging those documents is estimated to be $120,000. <br /> <br />Recommendation <br />Staff recommends that the Board request the General Assembly authorize $150,000 from the <br />Construction Fund to be appropriated to the Department of Natural Resources for allocation to the <br />CWCB for use in its imaging system. <br /> <br />.. <br /> <br /> <br />e <br /> <br />e <br /> <br />e <br />
