<br />. <br /> <br />. <br /> <br />. <br /> <br />DRAFT <br />March 2, 1999 <br /> <br />Proposal from the State of Wyoming for <br />Extending the Cooperative Agreement for and Amending the Recovery Implementation <br />Program for Endangered Fish Species in the Upper Colorado River Basin <br /> <br />The Implementation Committee has the authority, pursuant to the Cooperative <br />Agreement to amend and change the provisions of the Recovery Implementation <br />Program, the proposal is to have the Recovery Implementation Committee adopt the <br />following amendment, effective January 21, 2003, and reference the Recovery <br />Implementation Program, "as amended" in the Cooperative Agreement. The proposed <br />Extension of the Cooperative Agreement follows on the following pages. <br /> <br />The proposed amendment to the existing Recovery Implementation Program, <br />effective January 21, 2003, is as follows: <br /> <br />"Amendment. The parties agree to one explicit amendment to the Recovery Program's <br />Cooperative Agreement. Relative to the conduct of the recovery program as provided for <br />in the document "Recovery Implementation Program for Endangered Fish Species in the <br />Upper Colorado River Basin" (Program), dated September 29, 1987, the parties agree to <br />amend Section 5.3.3 of the subject document by striking the sentence: "Under this <br />program, Colorado, Utah and Wyoming will contribute a total of $200,000 per year to the <br />rare species recovery program"; and inserting in lieu thereof: "Under this program and <br />the San Juan River Basin Endangered Fish Recovery Program, Colorado, New Mexico, <br />Utah and Wyoming will contribute a total of $17,000,000 for construction of projects <br />necessary to achieve recovery of the four endangered fish species in the Upper Colorado <br />River Basin. In addition, the states will continue to fully and actively participate in each <br />of the Program's committees, ad-hoc working groups and in other capacities and manners <br />necessary to carry out successful implementation of this Program. Such participation will <br />be considered annual in-kind contributions to the Program. The level of in-kind <br />contributions will be reported annually to Program participants. The effective date of this <br />amendment shall be January 21, 2003." <br />
