Chairman, members of the Board, <br />ladies and gentlemen, the current status of <br />the Small Watersheds, Public Law 566, activi- <br />ties in Colorado are split up for our purposes <br />between preliminary Investigations, Planning, <br />and Construction. As previously mentioned to <br />the Board, we have a current backlog, you <br />might say, of inactive projects that are <br />feasible in the State of Colorado that are <br />being held up principally because the sponsors <br />have been unable to obtain the necessary land <br />easements and rights-of-way for the construc- <br />tion of the project. Recently the Governor <br />signed a new bill giving the right of eminent <br />domain to the soil conservation Districts that <br />are sponsoring these small watershed projects. <br />It did put a limitation, however, on only <br />those projects having flood prevention bene- <br />fits in them and excluded projects that might <br />have recreation or water management benefits. <br />This will bring some of our past planning <br />efforts into a construction phase so that our <br />past planning will not have been lost alto- <br />gether. <br /> <br />AS to current planning investigations, <br />our Canon Watershed, one right here in the <br />area south of Canon city, is a feasible program <br />that we have presented to the sponsors <br /> <br />I <br /> <br />I <br />
