report on the Chatfield was that it was one
year behind its anticipated completion in the
first analysis. Will this $3 million get it
bacJ~ into its original schedule?"

"We are gaining a little ground; ",e have
gained about six months."

l-lR. CARSON:

"I-Ir. Chairman, members of the Board,
ladies and gentlemen, the current status of
the Small Watersheds, Public Law 566, activi-
ties in Colorado are split up for our purposes
between preliminary Investigations, Planning,
and Construction. As previously mentioned to
the Board, we have a current backlog, you
might say, of inactive projects that are
feasible in the State of Colorado that are
being held up principally because the sponsors
have been unable to obtain the necessary land
easements and rights-of-way for the construc-
tion of the project. Recently the Governor
signed a new bill giving the right of eminent
domain to the soil conservation Districts that
are sponsoring these small watershed projects.
It did put a limitation, however, on only
those projects having flood prevention bene-
fits in them and excluded projects that might
have recreation or water management benefits.
This will bring some of our past planning
efforts into a construction phase so that our
past planning will not have been lost alto-
gether.

AS to current planning investigations,
our Canon Watershed, one right here in the
area south of Canon city, is a feasible program
that we have presented to the sponsors
