<br />1/26/04 <br /> <br />Colorado Water Conservation Board <br /> <br />Draft Language <br />Water Conseryation and Drought Planning <br /> <br />Bill Summary and Introduction <br />This bill amends and updates the 1991 water conservation bill: <br />. Expanding the role of the Colorado Water Conservation Board (hereafter the Board) Office of <br />Water Conservation, <br />. Clarifying the requirements for water conservation planning for covered entities that receive <br />financial assistance from either the Board or the Colorado Water Resources and Power <br />Authority, and <br />. Developing funding mechanisms that support local water conservation and drought mitigation <br />planning. <br /> <br />Lel!islative Declaration <br />(1) The general assembly hereby finds and declares that: <br />a) Colorado was the first western state to enact statewide water conservation legislation; <br />b) More meaningful water conservation and drought mitigation planning will benefit aH citizens <br />ofthe State of Colorado; <br />c) The "Water Conservation Act of 1991" which fostered a statewide policy of improved urban <br />water use efficiency and conservation provides the foundation that can now be enhanced to <br />provide new technical and financial opportunities for Colorado's communities regarding <br />water conservation and drought mitigation planning. <br />(2) It is therefore the purpose and intent ofthis act and the policy of this state to encourage wise <br />water use, conservation and drought planning by those privately and publicly owned water agencies, <br />utilities, and others with the legal obligation to supply, distribute or otherwise provide water through <br />technical assistance, information dissemination, and where appropriate, financial support. It is also <br />the purpose and intent ofthis act and the policy of the state to: <br />a) Encourage the state, the Board, and water providers with knowledge of water conservation <br />and drought mitigation planning to work with other water providers in developing and <br />implementing water conservation and water use efficiencies, and managing water supplies <br />during periods of drought. <br />b) Encourage smaller water providers to take advantage of state provided resources to support <br />local planning efforts. <br /> <br />1 <br />
