This $45,000 request will be used as contingency fimds for the preparation of final
planning reports and publications, basin meetings, group communications and distribution of water planning
information throughout the entire state. This effort will complete the regional planning meeting process and
the information developed will lead directly toward the completion of long range water resource plans.

CWCB - Feasiblitv Studv for a Rural Domestic Water Svstem in the Methane Gas Well Fields Southwest of
Trinidad

$30,000 has been requested to allow the CWCB to assist COGCC and the Department of Local Affairs in
their efforts to address future problems that may be encountered by landowners in Las Animas County. This
project consists ofa feasibility study for a 40 square mile area southwest of Trinidad. The area is experiencing
development ofrecoverable coalbed methane gas as well as residential growth. Because of unique geologic
conditions, domestic water wells target the same water as those developed for coalbed methane gas production.
Because of the dual pressures of residential and gas development, alternative water supplies need to be
evaluated. The study will explore engineering, operational, water rights, economics, preliminary design and
other aspects of an alternative water supply to ensure safe and reliable domestic water. tit

CWCB - Rio Grande Headwaters Restoration Proiect

During the past decade, the flow carrying capacity of the Rio Grande River has decreased, resulting in
significant property damage during spring runoff. This decreased channel capacity has also made efficient
delivery of Rio Grande Compact water increasingly difficult. Efforts by the Division of Water Resources to
efficiently deliver spring river flows to water diversion structures and through municipalities has resulted in
widespread flooding of public and private property. The flows have also caused relocation of the riverbed
resulting in excessive recharge to the river alluvium and loss of riparian habitat.

This $100,000 request will fimd approximately one-half of a multi-staged project. Phase I will include a
detailed planning study with initial site-specific channel improvements. The reach of the Rio Grande River that
will be the focus of the project is from the south Alamosa County line north to the town of South Fork. Project
goals are:

1. Minimize water needed to carry Rio Grande Compact obligations.
2. Riparian restoration.
3. Efficient delivery of water to headgates and diversion structures.
4. Flood risk reduction.

e

6
