Responding to disasters could be <br />expedited if money were available prior to an official declaration and to address the impacts of <br />drought or flooding that does not reach the proportions of a declared.disaster. <br /> <br />Long-Range Planning Proposal: We are still planning the use of $220,000 that has been <br />allocated to us from the Severance Tax Operational Account for regional water planning. As we <br />discussed in May, we should update the CWCB Long-Range Plan this year and a part of that <br />process could include development of regional "water fact sheets" -- one for each of the principal <br />river basins. With assistance from the rest of the Senior Staff, we will oversee fact sheet design <br />and information and will have a Request for Proposal (RFP) out soon for a consulting firm to <br />assist us. The fact sheets could be published first as drafts for your use and finalized after we <br />meet with water interests around the state this fall and winter. We encourage you to review the <br />May Director's report for a more complete description of our proposal. <br /> <br />DNR Water Assistant Hired: DNR Executive Director Greg Walcher has appointed Kent <br />Holsinger as his new Assistant Director. Holsinger is a native of Walden, Colo. His previous <br />work experience includes serving as legislative assistant to Rep. Bob Schaffer specializing in <br />natural resource, judicial and intellectual property issues. He also worked as an intern to Sen. <br />Wayne Allard and to District Court Judge Lewis Babcock, a law clerk for the Office of the U.S. <br />Attorney and a licensed sales associate for Holsinger & Co. Realty. He is a graduate of the <br />University of Denver Law School and we hope you will get a chance to meet him very soon. <br />Welcome, Kent! <br /> <br />Homepage Update: Sue Uppendahl has been working to add more information to the <br />CWCB website. Some recent additions include the addition of our 1998 Annual Report, the <br />Metropolitan Water Supply Study, the text of the 1999 projects bill, and a study regarding <br />Colorado River Water Compact development projections. Sue would like to know how you <br />.want the public to contact you using information on the site. We hope that having more useful <br />information on the site will make it the preferred way to learn about our activities. Give us your <br />thoughts! . <br /> <br />Water Project Construction Loan Program <br /> <br />Audit Implementation Report: In October 1998, the Legislative Audit Committee <br />(LAC) reviewed the results of a performance audit concerning the CWCB Construction Fund <br />Loan Program. As you know, the State Auditor's report included 18 measures for improvement <br />of the program and raised concerns about the size and management of the fund, the loan <br />application and approval process and the administration of approved loans. We agreed with the <br />recommendations and agreed to meet again with the LAC in October 1999 to review progress <br />toward implementation of the recommendations. <br /> <br />We has been adopting more efficient procedures for administering the program. Our <br />audit implementation plan addresses all 18 of the State Auditor's recommendations and is <br />comprised of eight major elements. Three of these elements require additional staff and funding <br />and they have been included in the agency's FY 2000 budget request and in the 1999 <br />Construction Fund and Severance Tax bill (SB 99-173). In essence, we asked for two new staff <br />members (an accountant and a contract compliance specialist) and funding to upgrade our <br />records management system (approximately $270,000).
