.1 .. .

,. .

.

.

.

REQUEST FOR PROPOSAL

The Colorado Water Conservation Board (CWCB) is requesting proposals for the
preparation of a Scope of Work (SOW). The SOW will guide the development and
implementation of the Drought Planning Survey/Carry-Over Assessment work initiative
which will be funded through contract by the CWCB beginning July I, 2001.

Funds are requested to survey water users (municipalities, county water storage
and supply groups like homeowners lISsociations, water companies, water districts, water
conservation and conservancy districts, and irrigation, ditch and reservoir companies) to
collect infonnation in several categories:

1. What is their recent history in tenns of growth?

2. What type of water supply do they have (for example, ground water, reservoir
storage, surface water direct flow diversions)?

3. What are your community/entity's present and future priorities for the expansion of
your water supply?

4. Do they have an emergency drought plan and was it activated in 2000, 1977 or in
another year?

5. How depleted WllS their water supply in 2000, 1977 or another year they considered
to be drought-like?

6. Is their supply limited by factors such as dam safety issues, treatment or distribution
capacity, enviromnental compliance issues? .

7. What are their opinions or concems about drought preparedness and the adequacy of
water supply?

If approved the CWCB would nire a contractor to conduct the survey in the
summer of2001. A status report would be given in December 2001 and the report would
be completed by July 2002. An mutually agreed upon list oftasks and subtasks will be
negotiated with the contractor.

The survey procedure and approach will be developed as part of the proposed
project implementation. Suggested collection methods include 1) phone calls to
respondents, 2) written surveys mailed to respondents, 3) emailed surveys to respondents,
4) surveys available via the internet on the CWCB website, and 5) face-to-face personal
interviews with respondents.

The report resulting from the survey should contain GIS infonnation, a data base,
reported findings and an analysis of the infonnation by the Colorado Flood and Drought
Task Force, the Hazard Mitigation Council and the Office of Emergency Management,
and a list of options/recommendations that addresses future needs as identified in the
report.

It is expected that the Governor will issue an Executive Order appointing
individuals to an advisory committee to lISsist the CWCB in this effort. The membership
of this committee is expected to consist of the DNR Executive Director or his designee,
