<br /> <br /> <br />.1 .. . <br /> <br />,. . <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />REQUEST FOR PROPOSAL <br /> <br />The Colorado Water Conservation Board (CWCB) is requesting proposals for the <br />preparation of a Scope of Work (SOW). The SOW will guide the development and <br />implementation of the Drought Planning Survey/Carry-Over Assessment work initiative <br />which will be funded through contract by the CWCB beginning July I, 2001. <br /> <br />Funds are requested to survey water users (municipalities, county water storage <br />and supply groups like homeowners lISsociations, water companies, water districts, water <br />conservation and conservancy districts, and irrigation, ditch and reservoir companies) to <br />collect infonnation in several categories: <br /> <br />1. What is their recent history in tenns of growth? <br /> <br />2. What type of water supply do they have (for example, ground water, reservoir <br />storage, surface water direct flow diversions)? <br /> <br />3. What are your community/entity's present and future priorities for the expansion of <br />your water supply? <br /> <br />4. Do they have an emergency drought plan and was it activated in 2000, 1977 or in <br />another year? <br /> <br />5. How depleted WllS their water supply in 2000, 1977 or another year they considered <br />to be drought-like? <br /> <br />6. Is their supply limited by factors such as dam safety issues, treatment or distribution <br />capacity, enviromnental compliance issues? . <br /> <br />7. What are their opinions or concems about drought preparedness and the adequacy of <br />water supply? <br /> <br />If approved the CWCB would nire a contractor to conduct the survey in the <br />summer of2001. A status report would be given in December 2001 and the report would <br />be completed by July 2002. An mutually agreed upon list oftasks and subtasks will be <br />negotiated with the contractor. <br /> <br />The survey procedure and approach will be developed as part of the proposed <br />project implementation. Suggested collection methods include 1) phone calls to <br />respondents, 2) written surveys mailed to respondents, 3) emailed surveys to respondents, <br />4) surveys available via the internet on the CWCB website, and 5) face-to-face personal <br />interviews with respondents. <br /> <br />The report resulting from the survey should contain GIS infonnation, a data base, <br />reported findings and an analysis of the infonnation by the Colorado Flood and Drought <br />Task Force, the Hazard Mitigation Council and the Office of Emergency Management, <br />and a list of options/recommendations that addresses future needs as identified in the <br />report. <br /> <br />It is expected that the Governor will issue an Executive Order appointing <br />individuals to an advisory committee to lISsist the CWCB in this effort. The membership <br />of this committee is expected to consist of the DNR Executive Director or his designee, <br />
