<br />It appearing that Ralph L, Carr, Chairman of the Board, was not present
<br />at the beginning of the meeting, Vioe.Chairman Chris Wallrioh presided,
<br />
<br />Direotor Stone oalled the attention of the Board to the neoessity of
<br />reoonsidering the proposed am~ndment to Seotion l~ (b) of the Aot of the State of
<br />Colorado entitled "An Aot to rovide for the Organization of Water Conservancy
<br />Distriots and to define the purposes and powers thereof", passed in 1937 and
<br />amended in 19~9. I1r. Stone announced that Mr. Spenoer L. Baird of the Bureau
<br />of Reclmnation, Frank Delaney, Attorney for the Colorado River Water Conservation
<br />Distriot Board, Frank C, Merriell, Seoretary-Engineer of the Colorado River Water
<br />Conservation Distriot, and A. 101, MoHendrie, Attorney for the Arkansas Valley
<br />Ditoh ASB:l oiation, were all present and desired to disousll the proposed
<br />amendment.

<br />After statements made by the gentlemen mentioned and further
<br />disoussion by the Board members of the proposed amendment to
<br />the Conservanoy District Act passed in 19~7, it was moved by
<br />Mr. Carpenter and seconded by I1r. Bailey that the motion made
<br />and carried at the meeting of the Board of January 15, 1941,
<br />Eroposing an amendment to Section 13 (b) of the Conservanoy
<br />istrict Act be amended at this time to inolude the words "in
<br />the state of Colorado" after 'the word natural basin, wher\! suoh
<br />words appear near the end of the proposed statutory amendment.

<br />After further discussion, the Chairman announoed that the proposed
<br />amendment to the Conservanoy Distriot Law, as amended by the motion of Mr.
<br />Carpenter, would read as follows:

<br />"Provided, however, that. any projeot development providing for
<br />the transportation of water from a natural str~ aubjeot to
<br />the Colorado River Compaot and the Boulder Canyon Projeot Act,
<br />by any district created under this aot, as amended, shall be
