.

.

e

does not require plan updates, none of the plans, on file have been revisited since the initial
submittal.

The plans vary greatly with respect to content and comprehensiveness. Some plans present
detailed data on water supply and use, while others do not. Some have detailed analyses of
water conservation measures and how they were selected; others simply mention each measure
required by legislation with a simple yes/no as to its incorporation in the plan. Most of the
plans submitted by the covered. entities meet the minimum requirements of the statutory
decree. Detailed analyses or information that exceeds statutory requirements, which is left to
the discretion of the water provider, varies greatly from plan to plan.

Summary of Plans on File

Number of Plans 58 covered entities have plans on file with CWCB
plus 8 state departments.

Entities with Plans 33 municipalities, 20 special districts, two water
conservancy districts, two water companies, and
the Denver Water Board

Plan Elements: Background
Most entities provided at least a zninimallevel of data collection, demonstrating that they had
specific information about their water system and considered that information pertinent to the
creation of a water conservation plan. The extent of analysis and data presentation varied
widely, as did the type of information presented. Water system information that is considered
to be of special importance to water conservation planning by many experts includes figures on
the amount of water lost in a system and the ways in which delivered water is used. Given the
utility of this data, it is of interest to note that:

.

48 covered entities explicitly consider water system loses
28 covered entities present water use information by sector
12 covered entities present temporal (seasonal) use information
3 covered entities present end use information

.

.

.

Almost all plans, 53, have a stated' or clearly implicit conservation goal, a requirement of HB 91-
1154.

Plan Elements: Measures and Programs
Table 2 contains a summary of conservation measures that are discussed in plans and an
indication that any particular conservation measure has been implemented. If a measure has
been selected but not yet implemented (at the time the plan was approved), this is indicated as
'unclear' .

4
