<br />. <br /> <br />. <br /> <br />. <br /> <br />Method <br />The Office of Water Conservation (OWC) within the Conservation and Drought Planning <br />Section of the Colorado Water Conservation Board (CWCB) provided copies of all available <br />state agency, municipal, special district and water conservancy district water conservation plans <br />filed with the CWCB by the various covered entities in accordance with HB 91-1154. All files <br />were reviewed and pertinent information about the covered entities' plan content was captured <br />in a database that allowed for summaries and comparisons. <br /> <br />The database was designed to capture and organize information as presented in Table 1. All <br />files were read and key plan attributes were entered into the database, extracting a combination <br />of qualitative and quantitative information. Results shown in Table A-3. <br />Plan Elements: Background Background data presented on water usage, water system <br /> profiles, planned facilities and forecasting, conservation <br /> goals, etc. Results shown in Table A-4. <br />Plan Elements: Measures and A list of 15 water conservation measures and programs <br />Programs recognized as important by planning experts that entities <br /> evaluated for inclusion in water conservation plans. Results <br /> shown in Table A-5. <br />Plan Elements: Evaluation and Information on how measures were analyzed, how plans <br />Implementation were to be implemented, whether they were available for <br /> public review, and plans for monitoring and evaluation. <br /> Results shown in Table A-6. <br /> <br />Key findings from the database are presented below through text and summary statistics. A <br />general review of the state of the files is presented first, with more specific information then <br />presented for each category listed above. <br /> <br />Content Review <br />The CWCB records show that after passage of HB 91-1154, the OWC determined that 62 entities <br />provided over 2,000 acre-feet of water and were thus considered covered entities. At the time of <br />this review, the CWCB had plans for 58 municipal entities on file. Additionally, eight state <br />departments have plans on file. Please note that these were not reviewed with the municipal <br />plans as they differ significantly in format; Appendix B contains information on these plans. <br /> <br />The CWCB currently has a total of 66 approved water conservation plans on file. With few <br />exceptions, all the plans were received between 1995 and 1997. Given that the governing statute <br /> <br />3 <br />
