I might state <br />that at the outset, after the '65 floods, we <br />approached the problem with a two-pronged <br />attack. We asked the Soil Conservation <br />Service to make an intensive study of the <br />Bijou watershed to determine whether or not <br />it would be feasible to construct a series <br />of small upstream detention structures; under <br />the authority of P. L. 566. <br /> <br />I <br /> <br />The Soil Conservation Service, has con- <br />structed under a cooperative program with <br />the landowners, in excess of 100 structures <br />or thereabouts in the Kiowa Basin. However, <br />the Kiowa Basin is much smaller than the <br />Bijou, and the magnitude of floods is con- <br />siderably lesser in the Kiowa Basin. Thorough <br />studies were conducted by the S.C.S. and the <br />conclusion was that it would not be practical <br />under the authority granted them to contain <br />the floods on the Bijou. In the first place, <br />the Soil Conservation has limited authority <br />as to the size of the structures that the <br />agency can build. After you get over a <br />certain size, what is it?" <br /> <br />"12,500 for multipurpose." <br /> <br />"12,500 for multipurpose. When you get <br />over a certain size the Soil Conservation <br />Service has no authority to construct such <br />structures. Beyond that it comes within the <br />jurisdiction of the Corps of Engirieers. So <br />it became apparent in the early studies that <br />this was not a feasible project ,for the Soil <br />Conservation Service. But we did make every <br />effort to explore all opportunities to con- <br />trol the Bijou." <br /> <br />"Any further discussion on the motion?" <br /> <br />I <br /> <br />"May I add that the Soil Conservation <br />Service, after public hearings'; gave a state- <br />ment of formal support of this project." <br />
