We have authorized some of these <br />resolutions in the past, for instance I think <br />down in the Littleton area, have the munici- <br />palities followed up on this and actually <br />put in zoning regulations?" <br /> <br />"Some communities, Boulder, the metro- <br />politan area, and Pueblo, have been quite <br />aggressive in this field and are adopting <br />or have adopted zoning ordinances." <br /> <br />"What do the zoning ordinances do? Pro- <br />hibit the building in the flood plain area?" <br /> <br />"Yes. The zoning ordinances prohibit the <br />erection of structures in the flood plain <br />area, anything that would endanger human lives <br />or cause additional flooding. One of the <br />major causes of floods is the debris which is <br />swept into the channel. For instance, in '65 <br />there would have been a minimum of damage to <br />structures on the South Platte had it not <br />been for the thousands of tons of debris that <br />lodged against these structures. The debris <br />created dams which then raised the water level <br />and caused it to overflow over greater areas <br />than it would have had there been no obstruc- <br />tions in the river. The bridges would have <br />withstood the impact of the water but they <br />could not withstand the trucks and trailers <br />and trees that lodged against the structures <br />and created dams. The water pressure was in- <br />creased perhaps fifty times greater than what <br />the river would have produced in the way of <br />pressure without the debris. It is the debris <br />that creates the major problem. If the chan- <br />nels can be kept clear then the river can <br />take care of itself without excessive damage." <br /> <br />"Larry, let me ask you this question.
