People who <br />have not yet been flooded are rather inert. <br />It is a question of the danger being demon- <br />strated. We intend to get more aggressive <br />in this field. <br /> <br />I <br /> <br />The flood control plans for the metro- <br />politan area are now virtually completed with <br />one exception. That exception is the threat <br />from Clear Creek. We may have to initiate <br />some action for Clear Creek because local <br />authorities in some cases have not been <br />responsive to what we consider to be a con- <br />siderable flood threat. <br /> <br />As an example. many of you are familiar <br />with the intersection of Wadsworth Boulevard <br />and Interstate 70. As you near that inter- <br />section on Interstate 70 there is a drive-in <br />theater. Just this side of that drive-in <br />theater there is a junkyard. In the junkyard <br />is a pile of automobiles stacked several deep <br />along the banks of the stream. Some of these <br />automobiles have already fallen into the <br />stream. With even a minor flood on Clear <br />creek, tons of debris could be washed into <br />the stream and create a flood hazard to that <br />portion of Jefferson County." <br /> <br />"What is the criteria for priority? How <br />do you establish this?" <br /> <br />"The criteria for the priority is based <br />upon the known repetition of the floods. <br />Where we have a record of constant flooding <br />we give that area the highest priority. wpere <br />we have a limited record we give that the <br />lowest priority. We simply have to go by the <br />experiences known to us." <br /> <br />I <br />
